Increase drop chances in mod settings, then kill someone with the armor you want. Or you can go into debug and spawn one, it's your personal taste. But GAMMA is a bit hard on specific armor/guns. I've been at it for probably 50 or more hours in this playthrough. 200k+RU, boatloads of good guns from fighting Monolith guys in Radar, SSP-9….

In an entirety of that time, I found 4 expert tools, 0 basic tools, 0 advanced tools. I probably went through at least 600k-800k in-game cash, possibly more, yet if I wouldn't just spawn these through debugger menu, I'd be completely locked out of ANY gear upgrades whatsoever for the entirety of that time.
